Do I need someone's driver's license information just to order a background check?

The only time that a driver's license number is required is if you are running an MVR (driving history) search.

A driver's license number is not required if you are running a criminal and sex offender search. If the report that you are trying to order contains an MVR search, then the system will require you to have the driver's license information before submitting it. 

After you order a report, if we need to verify some records, we may ask for a copy of your applicant's driver's license
